As many healthcare professionals continue to work hard in the midst of the coronavirus pandemic, Canada is intent on making their adjustment to the new normal as smooth as possible, providing a pathway to permanent residency for asylum claimants and refugees working on the frontlines, in recognition for their remarkable service in fulfilling an essential need during the fight against COVID-19.
In a recent press release, Immigration Minister Marco Mendicino acknowledge the exceptional service of asylum claimants on the frontlines, stating,
“The government recognizes the extraordinary contribution of asylum claimants working in Canada’s health-care sector during the COVID-19 pandemic particularly in long-term care centers. As these individuals face an uncertain future in Canada, the current circumstances merit exceptional measures in recognition of their service during the pandemic.”
Asylum claimants who are frontliners providing direct care to Canadian patients are included in this measure. Quebec also announced a similar program for asylum claimants who wish to reside in the province, in recognition of and gratitude to their ‘guardian angels’.
The measure also grants permanent residency to an applicant’s family, in keeping with Canada’s commitment to family reunification. Applicants must meet certain criteria in order to be considered eligible. Those with ineligible asylum claims and those who have withdrawn their claims are unable to apply.
In order to be eligible for this pathway, an applicant must meet the following conditions:
- Claimed asylum before March 13, 2020.
- Obtained a work permit after making an asylum claim.
- Have worked in the healthcare sector or in health institutions.
- Have worked for at least 120 hours between March 13, 2020 and August 14, 2020.
- Have worked as an orderly, a nurse, a nurse’s aide, a patient service associate, an assistant orderly, or as a home support worker.
- Demonstrate at least 6 months of experience in the occupation before obtaining permanent residence. Applicants will have until August 31, 2021 to fulfil this requirement.
- Be admissible to Canada, especially in regards to criminality, security and health.
