Last July 31, the Manitoba Provincial Nominee Program (MPNP) sent a total of 199 candidates Letters of Advice to Apply during its 95th draw.
Immigration candidates who receive LAAs are invited to apply for a provincial nomination for permanent residency in Canada, under the province that sent the invitation. Manitoba sent out invitations through the following immigration streams:
- Skilled Workers in Manitoba: 157
- Skilled Workers Overseas: 21
- International Education Stream: 21
Of the 199 candidates who received LAAs during this draw, 15 had profiles in the Express Entry system. If they are able to receive the provincial nomination from Manitoba, they will automatically receive an additional 600 points to their Comprehensive Ranking System (CRS) score.
The CRS score is based on a number of human capital factors like age, education, work experience, language proficiency, and more. The additional 600 points received from a provincial nomination effectively guarantees that a candidate will be selected in an Express Entry draw.
Despite disruptions from the coronavirus pandemic, Manitoba has managed to issue 2,833 LAAs to immigration candidates this 2020.
Immigration candidates who wish to receive an LAA must register an Expression of Interest (EOI) with the MPNP through either the Skilled Workers in Manitoba or Skilled Workers Overseas categories. Both categories allow the province to nominate skilled workers to support their labor market needs.
In this recent draw, candidates who scored at least 475 points received an LAA through the Skilled Workers in Manitoba stream, while those under the Skilled Workers Overseas stream required at least 764 points to receive one.
Those applying from overseas must demonstrate an established connection to Manitoba, whether through close ties with family or friends, previous experience of living in Manitoba, or an invitation from one of the province’s Strategic Recruitment Initiatives.
While candidates need not be physically present in Manitoba to be eligible, certain criteria must still be met, for example, a full-time permanent job offer from a Manitoba-based employer.
International students with in-demand skills who graduated from an educational institution in Manitoba may qualify for an LAA under the International Education Stream.
