In this study, researchers examined the extent to which international students are involved in the labor market after graduation through the Post Graduation Work Permit Program (PGWPP).
What is the Post Graduate Work Permit Program?
The Post Graduation Work Permit Program (PGWPP) was first established in 2003 as a pilot program. It allows foreign students who graduated from Canadian educational institutions to obtain an open work permit after their studies. This permits international students to gain valuable Canadian work experience which can add to their eligibility for permanent residence.
Why is the Post Graduate Work Permit Program Important?
As the PGWPP allows international students to transition from a student permit to a work permit, they get the opportunity to stay in the country for an extended period.
The validity of the PGWP is commensurate with the number of years of studies. For instance, if a foreign student graduates from a 1-year program, they will be granted a 1-year open work permit. Those who graduate from a 2-year program can get up to 3 years.
Before November 2016, Canadian educational experience wasn’t a factor in the Comprehensive Ranking Score (CRS) of Express Entry. Influenced by the education sector, points were later added for educational experience above the high school level. The revised CRS now awards 15 points for a 1-2 year diploma or certificate, and 30 points for a degree, diploma, or certificate of three years or longer.
Post Graduate Work Permit Holders and their Incomes
According to Statistics Canada, there has been a notable increase in international students participating in the PGWPP. From 2008 to 2018, PGWP workers grew by 130%, from 10,300 to 135,100.
As for income, PGWP holders in 2018 would receive an average of $14,500. Ten years later, earnings averaged at $26,800.
From an International Student to a Permanent Resident
According to the study, almost 75% of PGWP holders become permanent residents within 5-years. This is credited to the fact that a PGWP allows international students to gain Canadian work experience after graduation and improve their chances of being selected in one of the many economic immigration programs.
Are all International Students Eligible for a PGWP?
Short answer: no.
To be eligible for the PGWPP, you need to have:
- graduated from a post-secondary program or course that is at least 8-months in length;
- acquired a certificate, diploma, or degree;
- maintained a full-time status during the length of your studies;
- graduated from an approved Canadian school or university.
With the exclusion of international students enrolled during the pandemic, studies must have been completed in-person or in-country.
