Canada recently announced exemptions from their first travel ban order, and has now released specific terms and conditions for those who can enter the country. Foreigners who have made commitments to work, study, or settle in Canada must now provide certain documents to airlines flying to Canada, which now have the authority to accept or deny boarding.
Among those allowed to travel back to Canada are international students with valid Canadian study permits or who were already enrolled and accepted at a Designated Educational Institution (DEI) prior to the implementation of the travel ban. A valid study permit or letter of introduction from the government dated on or before March 18, 2020 must be provided to airlines as proof.
Temporary workers who were already in Canada or who had made arrangements to work in Canada prior to the travel restrictions are also allowed to travel back to the country, as well as new workers to work in key sectors like agriculture, health, transportation, food processing, and emergency services. Foreign workers are also advised to provide valid work permits or letters of introduction from the IRCC prior to boarding the airline.
Holders of approved permanent resident visas who had plans to settle in Canada prior to the implementation of the travel restrictions must also identify themselves to airlines at check-in and submit proof of status via a permanent resident visa or a copy of their Confirmation of Permanent Residence (COPR).
IRCC has confirmed on its website that temporary foreign workers, international students and approved permanent residents who are currently abroad are now able to travel to Canada.
