Canada held another massive Express Entry draw last November 25, inviting 5,000 candidates with Comprehensive Ranking System (CRS) scores of at least 469 points. This is the first time this year that an all-program draw has sent out invitations to candidates with scores below 470 points. 

Tying for the biggest invitation round in Express Entry history, the November 25 draw is the second time Immigration, Refugees, and Citizenship Canada (IRCC) has invited 5,000 economic class candidates in an all-program draw. 

Despite the similarities, this recent Express Entry draw broke the trend of recent CRS scores by inviting candidates with a minimum score of 469 points. Prior to this draw, all all-program draws for the year 2020 had minimum CRS scores of at least 470 points or more. 

Draws that typically targeted Canadian Experience Class candidates had scores in the 440s, while the only draw that targeted Federal Skilled Trades Program candidates had a CRS score of 415. On the other hand, draws focusing on Provincial Nominee Program candidates typically had higher scores, as candidates who have been awarded a PNP also gain an additional 600 points to their overall CRS score.

Canada’s federal Express Entry system focuses on managing a pool of economic immigration candidates from the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC), awarding them a ranking score based on a number of human capital factors.

The IRCC implemented a tie-break rule for this draw, so candidates with a minimum CRS score of 469 points must have submitted their profile into the federal Express Entry system before October 15, 2020, at 08:50:10 UTC in order to receive an invitation for the November 25 draw. 

As of this draw, the number of invitations to apply (ITAs) for permanent residency for the year 2020 has now reached a total 97,350. 

Recently, Canada announced their new Immigration Levels Plan to welcome 400,000 new immigrants every year from 2021 to 2023. As the trend of record-breaking Express Entry draws continues, they remain poised to fulfill their goals.
