The Canadian government is set to announce their Immigration Levels Plan for 2022-2024 this February.
Usually, the announcement would have occurred on November 1 of last year, but was delayed due to Canada dissolving Parliament due to last year’s unusual September election.
The announcement of the Immigration Levels Plan is required to be made while Parliament is in session. According to the Canadian government, Parliament is set to reconvene on January 31st this year. This means that Immigration Minister Sean Fraser should be making the new Immigration Levels Plan announcement by February 14th at the latest.
Canada should also announce a second levels plan on November 1st of this year, as regularly scheduled. This plan is likely to outline the immigration goals for 2023-2025.
New goals for Immigration Levels Plan 2022-2024
Currently, Immigration, Refugees, and Citizenship Canada (IRCC) plans to welcome 411,000 new permanent residents this year, under the current Immigration Levels Plan.
At present, the IRCC is operating under Immigration Levels Plan 2021-2023. This levels plan aims to open Canada’s borders to 241,500 economic class immigrants through the Express Entry, Provincial Nominee Program, Quebec-specific programs, and other immigration pathways. This makes up more than half of the country’s immigration target, accounting for 59 percent.
IRCC plans to welcome 103,500 family class immigrants, 26 percent of the immigration target, through the Spouses, Partners, and Children Program, and the Parents and Grandparents Program.
The remaining 15 percent is set to enter Canada as refugees, or through humanitarian and compassionate grounds. This accounts for 66,000 of the total immigration goal.
However, these goals may change upon the announcement of the Immigration Levels Plan 2022-2024. Canada may intend to increase their immigration goals after the major success of last year. The country might also defer a significant increase in favor of focusing on their backlog of 1.8 million immigration applications.
As the date of announcement draws near, we can only anticipate the direction in which Canadian immigration is set to proceed in this 2022.
