Permanent Residency Pathways for Caregivers
Canada, with its population of 40 million, is facing a significant demographic shift. Over 7.5 million Canadians are aged 65 and above, creating an increasing demand for home care and personal support services.
To address this growing need, Canada has introduced enhanced permanent residency pathways for caregivers.
These pathways not only provide permanent residence for home care workers on arrival, but also aim to fill critical gaps in the home care and personal support sectors. By opening its doors to caregivers from around the world, Canada is ensuring that its elderly population receives the quality care they deserve, while also supporting the caregivers who play such a vital role in the community.
Eligibility Criteria for Caregivers
To qualify for the new on-arrival pathways for caregivers, you will need to meet the following eligibility criteria:
Education
- Hold the equivalent of a Canadian high school diploma
Language
- Attain a minimum of level 4 based on the Canadian Language Benchmarks (CLB) or an IELTS score of 4 across all bands.
Work Experience
- Have at least 12 months of relevant work experience in the last three (3) years
Job Offer
- Receive an offer for a full-time home care job
Caregiver Program Allocations
Since the launch of the Permanent Residency Pathways for Caregivers in 2019, nearly 5,700 caregivers and their dependents have become permanent residents in Canada as of April 2024.
As part of the latest immigration levels plan, Canada aims to welcome over 15,000 caregivers between 2024 and 2026.
“Caregivers play a critical role in supporting Canadian families, and our programs need to reflect their invaluable contributions. As we work to implement a permanent caregivers program, these two new pilots will not only improve support for caregivers, but also provide families with the quality care they deserve.”
