Last July 27, the Manitoba Provincial Nominee Program (MPNP) held the biggest-ever draw in the history of the program, inviting 1,140 Express Entry candidates to apply for a provincial nomination.
Candidates who received an invitation qualified for the MPNP’s Skilled Workers Overseas Stream. The Skilled Workers Overseas Stream is linked to the federal Express Entry program, and allows Manitoba to nominate selected candidates from the federal system who can fulfill the province’s labor market needs.
All candidates invited were required to submit an Expression of Interest (EOI) application through the MPNP’s online portal before being selected. Candidates also needed to have a registered profile in the federal Express Entry system.
The Skilled Workers Overseas Stream
The Skilled Workers Overseas stream created by Manitoba in order to supplement labor market needs and invite global talent into the province. For this draw, only Skilled Workers Overseas candidates who were recruited under Manitoba’s Strategic Recruitment Initiative were considered. Candidates are not required to be in the province at the time of application.
Upon submitting an EOI to the MPNP, candidates are then given a ranked score out of 1,000 points through the MPNP’s scoring matrix. Scores are based on a number of human capital factors, such as work, education, language skills, and capacity to settle in Manitoba.
For this draw, all 1,140 candidates needed an EOI score of 557 points to receive an invitation for provincial nomination.
The EOI score is not linked to Express Entry’s CRS score. However, a provincial nomination does add an additional 600 points to a candidate’s overall CRS score. If candidates successfully obtain a nomination, this basically guarantees them an invitation to apply in the next Express Entry invitation round.
