Last March 2, both the provinces of Ontario and British Columbia held simultaneous but separate Provincial Nominee Program (PNP) draws inviting skilled workers to apply.
Both provinces sent out a total of 1198 invitations, with 754 invites from Ontario’s Immigrant Nominee Program (OINP), and 444 invites from the BC PNP. Ontario focused on inviting Express Entry candidates, while BC sent out invitations to candidates in both the Skills Immigration and Express Entry BC (EEBC) streams.
British Columbia
British Columbia’s PNP is primarily focused on extending provincial nomination invitations to skilled workers whose occupations are in high demand in the province and who wish to settle in Canada. Candidates who wish to apply must submit a profile to BC’s Skills Immigration Registration System (SIRS). Upon submitting an application, they are then given a ranked score based on a number of human capital factors, such as education, work experience, and language skills.
For this draw, the province focused on inviting candidates in the following categories:
- Express Entry BC
- Skilled Worker Stream
- International Graduate Stream
- Entry-Level and Semi-Skilled Stream
- Skills Immigration
- Skilled Worker Stream
- International Graduate Stream
- Entry-Level and Semi-Skilled Stream
The minimum scores for this draw ranged between 83 to 97 points, with a total of 418 candidates receiving a nomination from these streams. BC also held a separate PNP draw for candidates in the following occupations:
- NOC 0621 – Retail and wholesale trade manager
- NOC 0631 – Restaurant and food service managers
The remaining 26 candidates, with scores of at least 118 points, were invited through this draw.
As of this round, the BC PNP has issued 1,839 provincial nomination invitations this 2021.
Ontario
Meanwhile, the province of Ontario set their sights on inviting candidates from their Express Entry-linked Human Capital Priorities stream for this PNP draw. The OINP focuses on inviting candidates who can meet the province’s high employment demand, most notably for occupations in the tech sector. Candidates who wish to receive a nomination must have an active profile in the federal Express Entry system.
Express Entry candidates who received a provincial nomination from Ontario were required to have work experience in at least one of the following occupations:
- NOC 0122 – Banking, credit and other investment managers
- NOC 0124 – Advertising, marketing and public relations managers
- NOC 0125 – Other business services managerS
- NOC 0601 – Corporate sales managers
- NOC 1111 – Financial auditors and accountants
- NOC 1112 – Financial and investment analysts
- NOC 1121 – Human resources professionals
- NOC 1122 – Professional occupations in business management consulting
- NOC 3012 – Registered nurses and registered psychiatric nurses

For candidates to receive an invitation for this PNP draw, a minimum Comprehensive Ranking System (CRS) score between 463 to 467 points was needed.
