However, because of recent challenges, including labour shortages and the lingering effects of the COVID-19 pandemic, the federal government has reevaluated certain temporary residence programs, recognizing the need to adapt to a softening labour market, the housing crisis, and other emerging pressures.
Key Highlights from the Announcement
To achieve a more sustainable volume of temporary residents, several key measures have been introduced. Here are the key highlights from the announcement made on September 18, 2024.
- Reduction in Temporary Resident Numbers
The government aims to decrease the proportion of temporary residents from 6.5% of Canada’s total population to 5% by 2026. This involves a reduction in the intake cap on international student study permits by 10% from the 2024 target, stabilizing the number for 2026. - Reforms to the International Student Program
Eligibility requirements for temporary foreign workers will be tightened, and employer compliance will be enforced more strictly. The Post-Graduation Work Permit Program will also be updated to better align with immigration goals and labour market needs. - Work Permit Eligibility
Work permit eligibility will be limited to spouses of master’s degree students whose programs are at least 16 months in duration and to spouses of foreign workers in management or professional occupations or sectors with labour shortages. - Asylum System Enhancements
In response to the increasing number of asylum claims, the government is implementing measures to address integrity issues and strengthen the in-Canada asylum system. This includes partial visa requirements for Mexican nationals and improvements in claims processing.
