In a strategic move to address evolving economic and social pressures, Canada has announced new measures to manage the rising number of temporary residents in the country. This initiative, led by the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, aims to ensure that the country will be in a position to support newcomers effectively while maintaining the integrity of its immigration system.
Canada as Top Destination for Skilled Immigrants
Canada is well known for welcoming immigrants who contribute to the nation’s economy and cultural diversity. However, because of recent challenges, including labour shortages and the lingering effects of the COVID-19 pandemic, the federal government has reevaluated certain temporary residence programs, recognizing the need to adapt to a softening labour market, the housing crisis, and other emerging pressures.
Key Highlights from the Announcement
To achieve a more sustainable volume of temporary residents, several key measures have been introduced. Here are the key highlights from the announcement made on September 18, 2024.
- Reduction in Temporary Resident Numbers
The government aims to decrease the proportion of temporary residents from 6.5% of Canada’s total population to 5% by 2026. This involves a reduction in the intake cap on international student study permits by 10% from the 2024 target, stabilizing the number for 2026. - Reforms to the International Student Program
Eligibility requirements for temporary foreign workers will be tightened, and employer compliance will be enforced more strictly. The Post-Graduation Work Permit Program will also be updated to better align with immigration goals and labour market needs. - Work Permit Eligibility
Work permit eligibility will be limited to spouses of master’s degree students whose programs are at least 16 months in duration and to spouses of foreign workers in management or professional occupations or sectors with labour shortages. - Asylum System Enhancements
In response to the increasing number of asylum claims, the government is implementing measures to address integrity issues and strengthen the in-Canada asylum system. This includes partial visa requirements for Mexican nationals and improvements in claims processing.
Maintaining the Integrity of Canada's Immigration System
These measures are designed to ensure that Canada can continue to welcome temporary residents in a manner that supports economic growth and social stability. Given that the country’s need for immigrants remains a reality, by managing the volume of arrivals and enhancing program integrity, the government will be able to protect its immigration system and fulfill the economic and labor shortage needs of the country.
What Does this Mean for Aspiring Immigrants?
If you have been planning to move to Canada in the next few years, you need to take into consideration all of the changes the federal government has made to Temporary Resident programs.
As an alternative, determine if you qualify for Express Entry or one of the many Provincial Nomination Programs. These will guarantee your residency status in Canada, eliminating the risk associated with Temporary Residence programs.
